Rear Admiral Anil Kumar Saxena is a Partner at the Mumbai office of M.V. Kini. He advises clients on complex Techno Legal and Regulatory issues with a special focus on Defence contracts, Infrastructure projects, public procurement, and arbitration, following an illustrious career in the Navy and PSU.

Rear Admiral Saxena holds a Bachelor of Laws (LL.B.) from the University of Mumbai and a Postgraduate Diploma in Alternative Dispute Resolution. His academic portfolio also includes advanced technical degrees which are - M.Tech in Naval Construction from IIT Delhi, M.Sc. in Engineering Design from Russia, MMS from Osmania University. He has also completed professional courses in Project Management, Cost Estimation, and Higher Defence Management from premier institutions, including IIM Ahmedabad and BAE Systems, UK. At the Bar, he leverages his extensive technical and strategic expertise in matters involving commercial arbitration, infrastructure contracts, shipbuilding disputes, defense procurement, and regulatory compliance.

Rear Admiral Saxena is a retired Flag Officer of the Indian Navy with 40 years of distinguished service in naval engineering, shipbuilding, defence procurement, contract management, and public sector administration. As Director General (Naval Design) at Naval Headquarters, he was responsible for end-to-end oversight of six multibillion mega warship acquisition projects, including India’s first Indigenous Aircraft carrier. He has handled high-value contract negotiations, techno-commercial conflict resolution, and has led several inter-agency coordination efforts involving the Indian Navy, Ministry of Defence, and international vendors.

Following his retirement, he served as Director (Shipbuilding) at Mazagon Dock Shipbuilders Ltd. (2018–2021). During his tenure, he Oversaw the execution of major shipbuilding projects involving eight multimillion warships. He was instrumental in introducing innovative shipbuilding methods, streamlining project execution and vendor management, reviving the refit and export verticals, and implementing cutting-edge R&D initiatives including AI-enabled tools for shipbuilding. During his tenure, MDL received top accolades and saw record-breaking investor interest in its IPO.

He was awarded the *Nau Sena Medal *by the President of India for distinguished service and has twice received commendations from the Chief of the Naval Staff. He is a Fellow of the Institute of Naval Architects and the Institute of Marine Engineers. He is also a member of Lloyd’s Register Naval Ship Technical Committee, London.
